The Urban Council was a Hong Kong government department from 1883 to 1999. Since 1936, its members have been elected by the people. The bureau is in charge of the two major policies of food hygiene, entertainment and recreation in Hong Kong Island and Kowloon. The decision-making power of these policies lies with the Urban Council (the elected members), and the executive power lies with the Urban Services Department, a non-electoral bureaucracy. The Municipal Council was abolished in 1999, and historical sources often referred to it as "killing the council." After the abolition, the Hong Kong District Council only inherited the power of consultation and appropriation but had no power to make decisions.
